All that it takes is money and a good understanding of the mechanics of a carbon brush. It would also help to be fluent in Mandarin, Wu, Cantonese or another native tongue to minimize confusion in what you want.

The same way you would buy any high quantity, critical component - perform an internet search to locate a number of quality-looking companies and then talk with them directly and get some samples. For really large quantities (or critical applications) then a factory visit is suggested, regardless of what country you are buying from.

A good place to start is the online directories such as the following

For small to medium sized quantities talk with your local brush distributors, it is much easier and they can even handle custom brush configurations for fairly low prices. Also, most manufacturers won't bother with you unless you want massive quantities (that is why distributors and wholesalers exist).
