While it is likely that the original question was about TQM, as you provided, they specifically asked about Total Quality Maintenance. What if that was indeed what they meant?

Oops. Exhaustive, yes but mixed with total Quality Management.

An internet search of "total quality maintenance" instead produced the answers on the first page this time. The message of my original post still stands "Plenty of easily available information on the internet."
