Definition of Hydrogen Service

Hi, I would just like to post a question about the definition of hydrogen service.

How does someone define if a service medium is under hydrogen services or not?

In a petrochemical industry, there are stream which contains hydrocarbons, H2S etc... Under what circumstances will these streams be classified to be under hydrogen service? Especially when it is in liquid phase, which the partial pressure does not come into play?
