If you have to design a 220kV underground cable installation for an urban area, and you don't know what engineering tools you need, you are certainly NOT qualified to do it. Leave it to an experienced professional. It is not a simple as picking the right software package to do the design for you.

If this is a homework assignment, you need to explore resources to design for each of the parameters you mentioned, as well as local and national codes, good utility practice, etc. Cable manufacturer's data is a good place to start. We can't (and won't) give you a general solution that will work for your specific problem!

I knew a consultant just like you. He wanted me to provide him everything for free so he could do a job he wasn't qualified to do and charge customers for someone else's work.

Are you actually qualified to do this work, as your question seems to indicate you don't know where to start?

How about performing an internet search for the information and software package, surely you must have learned how to do that during your University degree (which you should have if performing this sort of design).

Thank alot Mr/Ms lyn, PeterT and jack of all trades. I'm an consultance and I don't want to say that: I don't know (desigh) and give it for someone.

I'm search in internet, some people say that: the software "Cymcap" can calculation about underground cable very good. But I don't enought money to buy this software. If you have it, please sent me at one. My email: bangbang709@gmail.com

No.

If this were a general interest or self learning exercise then perhaps, but the fact you are a consultant being paid who appears to not be qualified for their job, AND you want free advice and commercial software for free (ie- pirated) tells me all I want to know.

I will not offer advice to someone who is in a position such as yours that could intentionally cause harm to others. Did you not pay attention to the ethics classes during your degree?
