How to develop a major short circuit? Dropping your spanner across live busbars is the best way, though why you would want to do this beats me.
Controlling arc flash? Have a rigorous Permit To Work system, where your Electrical Supervisor tests and records on the Permit that the bars are isolated, locked off and de-energised before bringing that spanner anywhere near the busbars. Stick your own padlock on that isolator too.
