Homopolar Protection

I have a switchboard with homopolar protection in the respective drawers for motors. I realized the homopolar is for downstream and upstream protection of the circuit breaker. I want to know how the homopolar protection is able to decrimate between upstream and downstream protection an d generally how the connection is achieved.
