Storage Tank Settlement

Hi! How do I compute for tank settlement acceptance criteria? API 653 3.2B formula has "L" for arc length distance between measurement pionts...is it the distance from reference to each points? example, if station 1 is the reference, is it distance from 1 to 2, distance from 1 to 3, and so on?
