Physics. I need to calculate the force by wind that need for the damper to open. So, I need to calculate the dynamics which include the rotational inertia. Then, I still need to consider the aerodynamics drag where the surface of the plate contact with the wind.

I can't help you.
While there is a prohibition against members doing homework for students, someone may be willing to help you, if you tell them what you have tried, so far, and are willing to do your own work.

Actually this is not my homework, but this topic is related to physics. I am not asking others to do it for me, but I just wonder the aerodynamics drag can be neglected in such situation and if not is there any method that I can use to calculate the aerodynamics drag that may involved.
