Start here: Elementary Electronics.

Then take some more advanced courses.

Study the NEC or other locally applicable specs.

One would think it would be rather load dependent and vary from line to line and time of day.

Oh, and don't trust values stated in the standards as they are (recommended) limits and not necessarily what the maximum value would be in real life.

This is a homework question right? Have a look at the standards relating to your country for the limits.
