1) You need eye glasses.
2) The transmitter reading is incorrect.
3) The transmitter's output is scaled incorrectly.
4) The display is scaled incorrectly for the transmitter's output or lacks a compensation factor.
5) The display is not the level value from the sight level you are comparing it with, it's something other variable.
6) The comparison is invalid because of uncertainties in the measurements.
7) Some combination of any of the above.
