Have you asked them?

(i understand they wanted to use at least 11kV, but they didn't have the budget, so had to settle for this)

It is related to telephones. BSNL (Bharat Sanchar Nigam Limited ) is a Indian Government owned telphone company .Your link is perfect and a good answer.
