Well, if something bad starts to happen, and a steady series of data over a short period of time indicates that trend will continue unless some intervention is implemented without delay... is sampling and response every ten minutes a good idea?

When the composition of your process stream changes, then by definition your product has changed.

The short answer is: To minimize waste product.

Yes. Depending on the process, high rate, x-ray, sonar density, etc.
