Why We Are Removing Semi-Conductor Layer Outside the Insulation

please clarify me why in power cables the semi-conductor layer is in outside of the insulation and why we are removing before HT termination....?????

Go to this link and download Section 4, "Shields," then look at 4.1.1. It explains the purpose of the semiconductive layer. They call it the "conductor shield" or "strand shield."
