Because a transformer is not a unit that consumes power, it only transfers the power to the load. Unlike motors that consume power therefore they are more useful to be rated in terms of KW.. Also, KVA rating of transformer is a better indication of their load capacity to avoid saturation
Copper loss of a transformer depends on current and
iron loss on voltage. Hence, total transformer loss depends on volt-amps (VA)
and not on phase angle between voltage and current i.e. it is independent of
load power factor. That is why rating of a transformer is in kVA and not in kW.
