That article is in serious error, the writer was obviously not technically versed. The ampere is not defined based on mechanical forces on current carrying wires, that is simply how it is measured commonly.

An ampere is very clearly defined as 6.241 × 1018 (also known as a Coulomb) electrons passing a set point in one second. This method simply allows absolute perfect measurement of current transfer under certain very well controlled conditions and isn't that great a break-though so much as it is a serious advancement for small current transfer measurement.

If well developed it will probably be an incredibly advancement in measurement, it will in no way shape or form redefine the unit itself, the journalist responsible for the article should immediately issue a correction and should not be allowed to comment again without basic fact checking or at least some basic understanding.
