Short answer is yes, it is possible.

You will need significant financial resources, and a tungsten strength will to overcome the bureacracy oh and find customers who aren't considering sending their work offshore.

The average CNC operator in Oz is paid $60k pa not including overtime, though if it is a mining related position look to offering $90k or you won't get anybody.

Oz has just introduced a "Carbon Tax", this will impact in all your financial calculations because it occurs in all the costing inputs and will need to be passed on (and added to) so you will need a very experienced bean counter to keep track of it, starting price is around $120k for an average bean counter with tax credentials.

And you haven't turned a piece of material yet...

If by Oz you mean Australia, then it's certainly possible.

CNC type equipment is very common and a lot of it is underutilised at the moment due to the economic slow down, so you may find it difficult to win work and make a profit.

We also have a strong safety and quality culture, so some common ways of operating may not be possible.

Australian industry has always suffered due to the small domestic market, so any successful business is usually highly automated and capable of running short runs

You can run whatever you like.

You may not make any money doing it though.

Who were you thinking your customers would be?

CNC shop floors are often small businesses with private owners who eventually face transition/retirement decisions.

For a multitude of reasons I would shop for a shop floor that is a going concern, which may be for sale.

Interim, you can get your work done, longer term, you may choose to buy the shop. You would likely only need to replace a single key man, rather than hire, equip and train an entire staff.

Mark, you have PR status. Go to Oz and get a job at an extant business that does exactly (or close to) what you are thinking about competing with.

The process of trying to find a job and then seeing first hand what type of work gets done, and what the Ozzie labour and business reporting obligations are will help you decide whether or not this is the right thing for you to take ownership of.

No risk taste.
