Since you have provided very general information here is a very general answer.

1. Determine the relaying and metering burden in the control room.

2. Get quotes from suppliers of both types.

3. Analyze the space requirements in your switch yard for both types.

4. Get quotes from your contractors for the installation of both types.

5. Compare the overall costs of both types.

6. Decide and post your results here to share with others.

For voltages less than 110kV, the electromagnetic Voltage Transformers are economical. For 132kV & above the insulation costs of electromagnetic VTs are uneconomical and hence CVTs are used at these voltages.
