Unless the new buildings are intended to have rubble walls, there will be very little that is usable. Energetic disassembly, fire, chemicals...

This is part of the rationale of war; leave the opponent with nothing.

Senseless.

Doorman is correct (ish).

In most cases, crumbled building material will be of little use.

I have personally visited very poor countries like Haiti. There, labor is extremely cheap, making building materials extremely valuable.

Bricks can be carefully cleaned with chipping hammers and re-used. Mortar and crumbled concrete can be pulverized and used for road base. Wood can be used as heating fuel.

Until your civil war is over however, you will simply be building targets.

"Until your civil war is over however, you will simply be building targets."

A very good point. Attrition is yet another tool in the tool chest of modern warfare. A phrase I have heard goes something like "Bomb 'em back into the stone age".

It's still senseless and saddening.

An old hotel was recently demolished here. A pulverising machine was brought in and it recycled the concrete. The rebar was separated and recycled.

You can't do a thing until that Civil War is done. As what others have said before me whatever you build will become a target. Sad, but true.

Perhaps you could start with throwing President Assad's dead cold body into a new building excavation where he becomes part of the foundation?

My heart goes out to the people of Syria with compassion for the crimes they are suffering at the hands of their own government. It is shameful to see the damage being done, and the lives lost.

It is good of you to look to the future and think of the rebuilding. Hopefully some of the buildings can be repaired, but surely some will have to be demolished and rebuilt.

Finding a large hammermill or rock crusher will process rubble to aggregate for concrete.
