can you say the enineering applications of thermal sprayed titanium oxide coating on titanium substrate (except medical applications)

My metallurgy knowledge is not as sharp as others here but your question confuses me. Why would one anyone go to the effort of spraying titanium oxide onto titanium? Wouldn't just heating the titanium in air make a titanium oxide patina of the outer surface?
