I'm probably way off on this, but I believe the hardware is more important than the software if you're looking for a more "vibrant / crisp / sharp" image (assuming that's what you mean by sharp).
In that case, looking into printers with a high dpi (dots per inch) would be my recommendation.

Another part of the hardware issue is the paper one is printing the image. Ink bleed into the paper fibers will also produce a fuzzy effect. I suspect that this effect has a name. If I was a printer I might know it.

What model HP laser printer do you use? What software are you currently using? What resolution are you printing at? Are you using the recommended ink cartridges? What type of paper are you using? How are you acquiring images and what are their resolutions? Have you tried HP tech support?
Printing a low resolution image at high resolution does not improve the quality....cheap inks or improper type can cause problems...paper quality plays a big role in picture quality....
I fear you are asking for something which does not exist. A top-end HP laser printer achieves 1200 x 1200 dots per inch, and that is it, fixed. You obviously need to produce your pictures with a matching resolution, but there is no way that software will improve the hardware specification.
However, I find that laser printing is a surprisingly effective way of producing colour printing, even for photographs, given a quality glossy paper. If you really want the ultimate in photo quality, then you need the multiple inks and high dot count from a top-end inkjet photo printer (5760 x 1440 dpi in the case of my Epson R2880). The ink cost is reduced by using the large refillable tanks available from third-party suppliers.
