Earthing Wire for 33kv and Below Voltage Levels

Why the earthing wire for 33kv are placed below the phase conductors and not above the phase conductors?

Most all distribution systems have the grounded neutral below the phase conductors.

What advantages do you think placing the conductor above the phases would be?

LV lines are near ground compared to HV lines which if struck by lightning will paralyse a larger area than Lv lines. Therefore earthwire above phase wires acts as a shield to lightning in HV lines.
