in a earth circuit open mean is energized and circuit close mean de energized?

Open=nothing flows.

Closed= electricity flows.

That's just a wild guess, but I've got a 50-50 chance of being right. Wear thick rubber gloves when working on this if you don't know which is which.

If I'm wrong, I'll be happy to refund your money.
