Brush Terminal Assembling

What kind of machine or tools is most suitable for assembling carbon brush shunt terminal with rivets, metal clips and terminal lug?

A technician who knows what he is doing.

This COULD be done by a robot style machine if you have enough of them to justify the setup.

If they think a technician is too expensive, wait till they find out the cost of programming a robot. Particularly somebody that doesn't know which tools a human would need to do the job. They're not going to be able to program a robot.
