Material Specification for Washer

Need help on selecting the washer specification for ASTM A193/A194 bolting... I am left with 2 options in this regardF436 - Specification for Hardened Steel Washers , carbon steel, steel, washers, weathering steel, Hardened steel washersF844 - Standard Specification for Washers, Steel, Plain (Flat), Unhardened for General UseMy application is GRE piping for fire water service. It will be put into 27Barg pressure at ambient temperature while in service.
Which of these I can go for? What is the difference b/w Hardened and Unhardened washer?

Because you are using GRE piping, I am assuming that your washer is going to bear against a GRE (Glass Reinforced Epoxy) flange.

The purpose of washers in bolted connections is to distribute load and prevent gouging of a surface.

Because metals are so much harder than GRE, I do not believe that it makes any difference.
