Activated Sludge Process

In tannery waste water activated sludge process, microorganism will grow in TDS 20000-23000 PPM & SULPHIDE around 200 ppnm of inlet to aeration system. Also COD of aeration system is around 5000 ppm. Aeration system retentime is around 360 hrs.

Now MLLS/MLVSS NOT developing. What is the reason? Plz anyone give suggestion to me.
