Pad Weld Without MPI of Pressure Containing Weld

ASME B31.3, Chapter VI, Inspection, Examination, and Testing

341.3.1

"(b) For a welded branch connection the examination of and any necessary repairs to the pressure containing weld shall be completed before any reinforcing pad or saddle is added."

In our fabshop, branch pipe welded to run pipe and visual inspection of pressure containing weld also completed. Run pipe, branch pipe and reinforcing pad are low carbon steel (SA 106 Gr.B) and the branch connection is set-on type. Unfortunately, reinforcing pad welded on branch connection before conducting MPI (Magnetic Particle Inspection) on pressure containing weld which is requirement as per client's engineering specification. Weep hole (Vent hole) provided on the pad as per ASME B31.3 328.5.4(g).Process side of the pipe and branch pipe is not accessible due to space limitation. Is there any solution to pass this joint without removing pad as my client want MPI report of pressure containing weld?
