I think you should give some more info to get an answer you can use.
What kind of vectors?
Do you have two pairs of complex numbers or two analog voltages ??

Hi,
mathematically you have

u1=U1p*cosωt

u2=U2p*cos(ωt+φ2) with

Up=√(U1p²+U2p²+2*U1p*U2p*cosφ2 and

φ=arctan((U2p*sinφ2)/(U1p + U2p*cosφ2)).

For Up: I would get the peak values with an ADC.

For φ: I would use a zero crossing comparator to get the phase signals of U1 and U2 and then make a time measurement of a) the signal period and b) the delay U1 to U2.
