example.

Unfortunately he is more than likely quite serious. This sounds like a rehash of a previous question a couple of days back.

The original poster needs to first understand what defines 'marine cable' as opposed to submersible wire etc. etc. Marine cable is more than just expensive wire.

You will have a hard time getting this information with either a Google search or by asking questions on an open forum. Any company that advertises wants to keep the information secret so they can continue to profit from their big development investments. Any group that specializes in transferring technical information and manufacturing capabilities offshore will tend to keep rather quiet since their peers will typically view them as law-breaking scum-sucking son-of-a-guns. But you are in luck. Two companies have secret divisions that specialize in technology transfer. If you search hard enough you will be able to find references to the KrisDel Corporation and LynDoor Enterprises. They can do almost anything and modest payments can be made by sending Western Union numbers or bank account numbers by email. Don't give up, it takes a lot of searching to find them. You can't expect them to offer services like this and stay out in the open.
