the impedance of autotransformer varies when tap changes but what is the condition or type of the transformer in which the impedance remains unchanged while changing tappings of the transformer

Ideal. Which is, coincidentally, theoretical!

Impractical in a transformer, but possible I believe electronically using an op amp configuration (but at limited voltage and current).

What's the application exactly?

Transformers are bi-directional and it works independently without knowing where the input is connected, an ideal transformer impoese no load on the supply, Ideal Transformer remains its impedence unchanged while changing tappings of the transformer.
