Shielding in Magnetic Flow Meter

i have yokogawa flow meter. signal cable which connects flowtube & transmitter has one common shield & two individual shield. if i check continuity with ground then i get continuity with common shield but do not get continuity with individual shield. is it normal.if yes then why??

Yokogawa's magnetic flowmeterremote transmitter manual says it has active shields:
