Quench Oil Exchanger Dechoking

We have quench oil exchanger of floating head ( 10MMKCal/h) which got choked.Its a 5 pass exchanger.We tried to dechoke it by 16 Kg steam and C9 dosing but the results are not good so far.due to choking its inlet and oultlet Isolation valves are not getting fully closed.Anyone has better Idea.Please suggest.

Throwing "16 Kg steam" at it won't help. Was the steam in a solid block, or gaseous?

How much space did it occupy?

Seek professional help is the best idea for you.

Remove the end bells and rod it out.
