Which is the cheapest good quality 3 phase power quality analyzer available.

Too many contradictions in the question - tell us what you what to measure

just basic like KVA, KVARs, PF and voltage, per period

or waveform and harmonics displays analysis?

I am looking for something similar to Fluke 43b or Tes 3600 http://tes.com.tw/kwe.htm

KVA, KVR, KWH, current Harmonics waveform with data logging.

Renting when you need it is the least expensive.

there are 3 or 4 rental companies with power quality test sets

Cheap is nice,

If you want the best, check out Elspec power quality analyzers.

You can log all power parameters continuously onboard for a year+ at 1,024 samples per cycle resolution.

The Elspec G4400 Power Quality Data Center allows engineers to determine if the fault was caused on the Utility side, or if the fault was caused by the facility; faulty equipment, transients, harmonics or switching events.
