ASME B31.1 is the code used in the USA for design, inspection construction and testing of Chemical Plant and Process Plant piping systems.
The rules contained are for the safe entire piping systems. This code, along with its close brother ASME B31.1, cover almost all industrial piping systems in the USA.
Other ASME codes are referenced within ASME B31.3. They cover the dimensional and pressure/temperature requirements for individual piping components. These are necessary to ensure entire piping systems can be designed safely.
By individual piping components, I refer to piping flanges, piping elbows, small piping couplings, valves etc. etc.
