Regulation or Competition?

The lead story this month focuses on the introduction of new legislation to further regulate the chemicals industry. While some argue that more regulation is needed, chemical manufacturers argue that increased regulation will hinder their competitiveness and innovation. If you can tell me the value lost when a life is lost.

If you can tell me the value lost when the ability to earn a living is lost.

If you can tell me the value lost when the ability to move without a wheelchair is lost.

If you can tell me the value gained with a dollar of profit.

If you can tell me the value of a good job.

If you can tell me these and many more things, then I will tell you what is the balance.

The concept of a one-size-fits-all balance is ludicrous.

What about chemical accounting? We should have Certified Professional Chemical Accountants or CPCA. They're responsible for tracking substance volume amounts, monitoring threshold breaches, comparing against regulations, filing with authorities, and certifying. Why not professionals in that capacity? Meanwhile, there is software that does this - from Actio Corp for one - see www.actio.net. Should have a CPCA running it. As it is, EHS folks are stuck with this pandemic of chemical regulatory compliance... it's too much to pile on top of other EHS liability. Great article called "The REACH Pandemic" on this subject in latest issue of Circuits Assembly.
