Can Cap and Trade Work?

California voters rejected Proposition 23, legislation that would have killed their landmark climate bill. This opens the way for cap-and-trade programs. Is cap-and-trade an effective way of encouraging cuts in carbon emissions? Or, is it a business-killing energy tax?

The last time the world suffered a sharp increase in energy prices was the oil shock of the 1970's.

Energy is such an integral part of our lives that any major change to any form of energy has a big effect on all economies.

The oil shock precipitated at least a decade of stagflation.

The world economy is more fragile now than it was then.

Cap and trade could be disastrous for the entire world.
