I see nothing in your statement of where you're from (state? Country?), what chemicals as we talking about, and what regulatory agency fell on it's face? Ground water or well water sources?

Yakity yak yak yak...... This OP obviously sounds like NIMBY whining....

In regard to aging water supply equipment, throwing money at those systems doesn't always solve the larger problem of entirely removing all contaminants, good and bad. There are such things as MCLs that must be adhered to and are set forth by the USEPA and the individual state agencies that regulate potable water supply. That, and you have to discuss this issue with the politicians and other funding sources that hold the purse strings.....granted many systems have not been maintained over their respective lifetimes due to lack of proper funding, mostly due to political wrangling, until something seriously fails and the constituents get frightened and then ultimately angry to get things fixed......when things, such as water supply systems are buried underground, and out of mind, no one gives a real hoot....the end users and the political hacks....until the system breaks. Enough said about the serious lack of funding at all levels of government.

Most nearly every publicly-owned and privately-owner water supply has to submit monthly water quality (analysis) testing of their respective raw and treated water to their respective state regulatory agency. Here in New York, that is the NYSDOH Bureau and Water Supply......where every year the water systems must publish a comprehensive yearly report for review by the public in general.

IMO, I think you need to seriously review the state and federal regs + take a water chemistry class of two (& advanced water treatment class or two or three) to really know what you're dealing with and ultimately talking about with any (some) authority, which is apparently lacking at this time and place.
