I see…

Virtually no personal transport. Buses galore.

This implies a socialized social structure.

Actually it implies the photo was taken at the central bus station near the train station. And being a small country, with good internal transportation services, there was no need to own a car. It is pretty much still the same today, the transportation systems improved and got faster. Not quite cheaper than a car, but most convenient, comfortable and fast.
