Who Tests What?

The decision to outsource requires finding the best way to separate the responsibilities of each of the participants. Does the contractor do all of the assembly? When you outsource, who performs the testing? More importantly, does the contractor do all of the testing? Do you trust that the contractor will perform all of the tests that you would? Do you divide the test task so that the contractor does preliminary testing and you do the balance? Do you "verify" allegedly tested incoming material or do you take the contractor's efforts on faith? How confident are you that the resulting product quality meets (or exceeds) your expectations?

What is different here from purchasing material or components. You have an incomming test procedure and test the product/service to that procedure.

If the product goes directly to the customer, an in house approval at the contractor is specified.

It depends on what you want them to do and what they are capable of doing. Some products may require the outsourcer to test everything if the contractor does not have the required capability. A sophisticated contractor may be able to do all testing and deliver the product either to the outsourcer or, at the highest level, dropship the product directly to the customer.

If the product is a regulated commodity, government agencies may require the outsourcer to do all testing.

As I said, it depends.....

It depends on the product outsourced.Total responsiblity should be of main contractor including final testing of the products. Following points should be observed before outsourcing the product:-

1.Financial & Technical capabilities of the contractor.

2.Visit to his works and to check mfg. activity and machines available.

3.Quality standards maintained by the party. Testing facalities available. Do they have ISO certification,CE marking.

4.Man power provided for Quality control,Design Dept., Production Dept. etc.

5.Products already mfd. and their quality reports and market feed back.

6.Incoming raw material source and test procedures.These should be specified by the purchaser and followed strictly by the contractor.

7.Training of their technicians at your works.

After ensuring above a temporary trial order should be placed and after review of the performance long term contract to be entered.

Normally, you have to ask for some certification to make sure the test they have done.

If there have some default in using, you can ask for free maintain or replace.

off couse, it's better to inspect all the test before the product delivery.

On the premise is you have idle money and expert.

It's typical for a manufacturer to test the product to ensure they are making it correctly. But if this product is produced for someone else, and they are putting their reputation on the line, they should also be testing it. If both can agree on a disinterested third-party that both can pay (to avoid conflicts) then that party could do tests for both.

I would follow the age-old wisdom of "trust but verify." Having worked a number of start ups for facilities, compressors, DCS systems, etc. I have always found that if you don't check it, you can guarantee that it will be wrong. If you outsource anything, you should be responsible for the QA/QC that verifies that things are correct. If you don't check it, you don't really have anyone to blame but yourself.
