The problem with zones 1 and 0 is that if an operative goes into that area with the instrument, the organisation might face prosecution for exposing that individual to danger. By definition, these areas are where a potentially explosive gas/air mixture is present under normal conditions either for a short time or more-or-less continuously.

Who would want to enter such a zone anyway (rhetorical question - NNTR)?
