Good luck getting windshield wipers to work on the surface of Mars.

A better idea:

Set up VLA (very large array) solar power in Mars Stationary Orbit (if that is possible to do without interference from the moons), and beam everything down to the surface using a large microwave receiver field. You may have to use some satellites as power relays for the microwaves since the surface does not always face the sun.
