Measured Touch and Step Potential

For a small substation (30mx30m) where soil resistivity is higher around 1000 ohm top layer and fault current 7kA, is it possible the measured step potential 2m outside substation could be higher value than measured touch potential inside sub

Yes, depending on the system and where the fault is located in reference to the substation.

In my opinion, the earth potential in outside area of a substation decreases very fast with the distance from the fence.

The step potential is the potential difference between two points on the earth and could be higher than the step potential measured inside the fence where the earth potential-nevertheless high- could be more uniform. The touch potential is measured between the grid and a point on the earth and this difference could be very high [similar to transferred potential].
