Simplistically speaking, the mechanism of a primary clarifier, in a waste water treatment plant, is to let gravity do all the work to draw the larger particles down to ''settle out'', individually.
Similarly, the mechanism of a secondary clarifier is to let some of the largest remaining particles (coalesce) enough to become heavy enough to settle-out as a ''floc'' of (several/many) smaller particles, collectively.
