Could anyone help me understand how a PSS on a generator exciter works to damp oscillations?

First you need to understand the nature of the oscillations you are trying to dampen, to do that Google on "subsynchronous resonance" and "Power System Stabilizers". They're both topics that require plenty of math and a deep understanding of how grid connected power systems behave. This was the free part of your tutorial.
