Yes. The vendors of such things can. A better response can be obtained from them by NOT SHOUTING when you speak to them. Please describe what efforts have been made over the telephone to sort this out so that CR4 readers do not duplicate the effort that has been expended already?

Get a new keyboard also. The Caps Lock is stuck.

The motherboard must match the rest of your system requirements and limitations.

You must identify the form factor, operating voltage, and communications speed limitations before choosing an upgrade.

Most motherboards are capable of accepting higher memory. Are you certain your existing motherboard does not allow upgrading of the memory?

If you are not sure, it would be best if you contact the desktop manufacturer and find out any/all compatibility constraints before you purchase any new components.

For best desktop configurations go to apple customer service chat and choose the specifications according to your requirement.
