What Should Maintained (Average) Illuminance for Residential Shelters Be?

There is no mention of such (or any kind of) shelters of residential buildings in IEC/EN 12464-1 standard, it says it should be 50 lux for cellers and some other similar areas though. It is not a work area, and people generally just sit and wait in shelters, but they may need to cook or use some part of it for medical purposes. So, I thought a maintained illuminance level of 50 lux in general, and some extra lighting fixtures to be used in the parts that might be used as kitchen or for medical attention. However, it would result in a low level of uniformity, so I am not sure.
