Most flow meters today, regardless of the measurement technique, come with the signal conditioning electronics. The only thing you must "bring to the table" is an understanding of the interface you wish to have with the meter. If you want an analog signal then the voltage or current levels your system can read should be known. If you just need a display a human can read then that is easy, too. Then there is the whole gamut of possible digital interfaces.
