The 3 resistors form an artificially grounded "neutral" in the ungrounded delta scheme. The taps of the resistors feed the lights, which will normally see approximately the same voltage if the 3 phases are balanced. If one phase experiences a ground fault, its potential is pulled toward the "neutral," so its light gets less voltage and will therefore be dimmer than the other two.

"Idiot-resistant" is the greatest guarantee that I would sign off on. "Idiot-proof" has, so far, proven impossible to achieve because idiots are so d@mned ingenious! (Think: "GI-proof"...)

Whenever we design something completely 'idiot-proof,' Nature goes and designs a bigger and better idiot.

We're getting really dangerous levels of idiocy out there now! Not talking about the 2016 US Elections, that's a category all on its own. I mean those Canadians 'promoting' the High on Life clothing country by tearing around in a three-axle RV ('Tour Bus') trashing National Parks across the US. Why haven't those meatheads been arrested yet, or shot?

That's for single-phase power; the circuit shown is for three-phase. Quite different!
