i am designing a Mini Hydro Generator but need help with the Cad/3 D drawing.
can anybody assist or advise on how i can get that sorted.

My apologies. This type of clueless question brings out the curmudgeon in me.
Why do people think that if they acquire the right software then they don't have to know anything the software is supposed to perform. A 3/D CAD software package is a tool for a draftsman to make drawings. The draftsman knows what set of information is needed to be placed on that document for the machinist, technician, civil engineer or other highly skilled individual to complete an assembly. If you cannot sketch your design with a pencil and paper then I doubt a draftsman can make your work look good.

There are many free cad programs out there. Most are designed to mimic the leading brand names. I think google sketch is supposed to be a simplified version for novices. When I was learning autocad, I downloaded a freeware version that was difficult for me to use because so much was similar but other commands couldn't be found.
If you find a good freeware version that has tutorial videos you might do well with that. Alternatively you can hire a draftsman or engineer to sketch your design and they can offer advice on design techniques that may reduce cost just by using common materials or design practices.

I spent 30 years in the CAD industry and designing with various CAD products. And I was still learning up to the day I retired.
I would suggest you research what CAD system would be most appropriate for your needs, acquire it, run the tutorials and then join online forums for help.
If you get one of the more mainstream pc based systems like AutoDesk Inventor or SolidWorks taking formal training classes is the fastest way to get up to speed.
Blender is a very comprehensive design system that can be had free for the basic modules. And there are oodles of paid modules and free tutorials available. But it can be very daunting for new users to learn, particularly for those with no 3D design skills at all.
