Look at a product called 'Crow Gate' - www.thecrowgroup.com - this will do just what you need, it looks at the incoming cellphone number and if known will operate an output without answering the phone so no cellphone call charge.

One of the first places I would look to is in the residential building industry. There is a smart home concept that can make this happen without any problems. I have installed these systems in some homes here on the Oregon Coast, and they utilize a module that piggy-backs on the standard electrical circuitry. Pretty catty how it works. This system uses a sub-voltage that is seperate by so many hertz and basically is on the skin of the regular circuit from the circuit breaker panel. Each plug-in, or light switch, or in this case, a gate, can be programmed to come on at a cell phone activation. This was done to enable high-end private residences the luxury of pre-lighting or pre-heating the home prior to the arrival of guests or the homeowner on the way in from a trip. There are about 4-5 manufactures in the US, so check them all out. Good luck.
