Air filtering Material

We are looking for a source of an air filtering material for use in boxes used to ship live animals and birds [Racing and Show pigeons] by Express Mail at the US Post Office. The Post office has a very specific requirement. I can furnish the specific listed requirement.

It must not only prevent the fine dust and other particles from escaping from the box yet it must also allow for an exchange of air so the bird or animal will not become overly stressed. The live animal or bird could be in the box 2 or 3 days or longer.

Sounds like a hepa filter.

My experience with HEPA filters is limited to the semicon environment.

I do not believe that they alone would suffice as there would be no exchange of air (circulation). They are designed to work in forced air applications.
